Episcopal Community Services is pleased to have welcomed five new trustees to the Board this fiscal year (July 2026 – June 2027). As we complete the exciting first year of our strategic plan, we look forward to working with these four individuals, who bring in valuable expertise from our community.

Rev. Barbara Ballenger 

Barb joined the ECS board in February 2026, and been the Rector at St. Peter’s Glenside Episcopal Church since 2022. Rev. Barb has worked in ministry settings within both the Catholic and Episcopal Churches for nearly 30 years in youth and adult faith formation, campus ministry, global relief and development, domestic disaster response, performing arts ministry, and parish pastoral ministry.

She has served as co-chair of the Diocesan Anti-Racism Commission and on the dioceses’ Loving Presence Initiative.  At ECS, she’s a valued member of the longstanding Clergy Council.

Chelsea DeLuca 

Chelsea joins our board as the Chief Operating Officer for PPR Capital Management. She serves as the chair for the Individual Giving Subcommittee at ECS, bringing her expertise in marketing, strategic vision, and problem-solving. She serves as the Vice President of PPR Prosperity Foundation and is a member of CEO Think Tank.

She holds a degree in Organizational Management from Wilmington University.

Bill Farran 

Bill is a dedicated member of ECS’ Advocacy Committee, and joins us as a business attorney. He has served as Chief Legal Officer and Senior Vice President of a publicly traded international food ingredients manufacturer, and received the General Counsel of the Year award, as well as the Lifetime Achievement Award by NJBIZ.

Bill graduated from the Wharton School, University of Pennsylvania, majoring in finance and labor-management relations, and received his J.D. from Case Western Reserve University School of Law.

Monica Lewis 

Monica is a member of ECS’ Advocacy Committee, and consults for WURD Radio on Signature Events & Special Projects. She brings her experience in driving community messaging and governance to the board. Monica holds leadership positions in the Order of the Daughters of the King, serving as the National Council’s Public Relations Chair, PA Diocesan Assembly President, and has served as the Local Chapter President.

She graduated from the University of Pennsylvania, studying Leadership & Organizational Development, Literature & Culture, and Communications.

Shelley Smith 

Shelley is a also a member of the ECS Advocacy Committee, and partner at Archer & Greiner PC Attorneys at Law. At Archer, she is the Chief Diversity, Equity, and Inclusion Officer and works in the Business Litigation & Labor and Employment Groups. She is a member of the Pennsylvania Bar, Women’s Law Project, and often presents at speaking engagements and seminars in her expertise of the DEI landscape. Prior to Archer, she served as City Solicitor under Mayor Nutter in the City of Philadelphia.

She holds degrees from Villanova University (JD) and Temple University.
