ECS has more than 25 years of experience helping Philadelphia families secure and sustain stable housing. Our programs offer immediate financial assistance —covering rent, deposits, and utilities — alongside personalized housing support services to help families stay housed. Our approach combines direct assistance with coaching and referrals that address broader social and economic challenges.

As a Neighborhood Advisory Committee, ECS also connects residents to city resources, helping them navigate services, understand their rights, and access support to remain in their homes.

Rapid Rehousing is a permanent housing program that helps families quickly exit homelessness, return to housing in the community of their choice, and develop skills to reduce the risk of returning to homelessness.

Families referred by the Office of Homeless Services receive assistance locating, applying for, and securing housing. Once housed, they may receive a temporary subsidy for up to 12 months, giving them time to address barriers and prepare to assume market-rate rent or transition to another permanent housing option.

With the support of a Rapid Rehousing Stabilization Coach, families set goals to increase income, improve family stability, and address housing-related barriers. These can include debts, past evictions, mental or physical health challenges, childcare concerns, and lack of support.

The Stabilization Coach guides families through the Philadelphia housing market and provides emotional support while helping them identify obstacles and create a clear plan to achieve housing stability.
