Philadelphia families currently residing in emergency shelters must be determined eligible and referred by OHS (Office of Homeless Services) to receive up to twelve months of rental assistance through ECS' Rapid Re-Housing program.

Initially, participants are provided a subsidy for the first twelve months. However, within a year, the head of household is expected to increase their income to allow for the payment of rent at full market rate.

With the support of a Rapid Re-Housing Stabilization Coach, the participant head-of-household set goals for obtaining increased wages and addressing barriers to housing security. The coach understands Philadelphia’s supported housing system and is a guide and emotional support to the whole family as they work to improve their situation. Applying the tools of coaching helps clarify obstacles and outlines a clear plan to overcome them.

The goal: to remove barriers in the way of housing stability.
